The City Human Resource Management Department was created through Sangguniang Panlungsod Resolution No. 2010-024. The ICHRMO is responsible for all Human Resources and Personnel concerns in order to better take care of the needs of the City Government employees for more effective customer service oriented and professional workforce.

The office is tasked to develop, formulate and execute policies, rules and regulations in the area of professional management in accordance with the CSC laws, rules and regulations. It is responsible for the establishment of a sound recruitment and selection system within the organization and act as secretariat of the Personnel Selection Board (PSB).It implements a comprehensive and balanced Personnel Development Program designed to raise the level of effectiveness, efficiency, and morale of the personnel in the City Government, maintains a system of performance standards, awards, and incentives for productivity improvement, and establishes employees welfare assistance, staff development, payroll processing, performance evaluation, recruitment and hiring of personnel.

The office exercises supervision and control over all programs, projects, and activities related to the operation of Human Resources Development and enforces all laws and ordinances pertinent to the efficient, effective and sound public personnel management.

FUNCTIONS OF THE OFFICE

PERSONNEL TRANSACTIONS DIVISION

  • Recruitment, selection, and hiring (permanent, contractual, casual and job orders).
  • Identify all unfilled vacant positions.
  • Publish all vacant positions with corresponding Q.S. to the Civil Service Commission.
  • Receive justification for the filling up of vacant positions by the department concerned.
  • Post the list of vacancies in three conspicuous places and distribute the same to all departments concerned within the agency.
  • Recruit, receive and evaluate prospective applicants.
  • Conduct preliminary interview of applicants.
  • Prepare grade sheets and other related documents.
  • Act as PSB Secretariat
  • Schedule for deliberation and recommendation the most qualified applicants for promotion.
  • Inform the newly promoted/hired employees and advise them to submit the necessary documents.
  • Indorse newly promoted/hired employees to CSC for approval.
  • Acts as liaison officer between the Iriga city government and the CSC and other government agencies.
  • Implement plans and programs mandated under the Agency Merit Selection Plan.
  • Implement new CSC mandates on recruitment and placement policies
  • Prepare and issue appointments for newly hired and promoted employees
  • Review and Update plantilla of personnel
  • Issue certifications to all employees
  • Prepare and issue service record of employees
  • Act as PRAISE Secretariat
  • Implement plans and programs mandated under the PRAISE

RECORDS / PERFORMANCE EVALUATION MONITORING DIVISION

  • Facilitate employees’ SALN compliance
  • Maintenance of 201 files
  • Implement plans and programs mandated under the National Archives Act
  • Prepare and implement Record Disposition Management in the agency
  • Orient employees on the Correct Performance Evaluation System
  • Monitor employeesí performance and productivity
  • Monitor Performance Standards, Targets and Accomplishment of all Iriga City Government Employees
  • Coordinate with Performance Evaluation Review Committee (PERC) and Department PERC
  • Receive Performance Appraisal Report from Departments
  • Review and monitor all departments of submissions of standards, targets and accomplishment through Memorandum
  • Implement performance evaluation system to all departments
  • Implement plans and programs mandated in the Performance Evaluation Systems and all its modifications and new mandates
  • Implement plans and programs mandated under the PRAISE
  • Issue certifications in salary, DTR, leave applications and other claims
  • Payroll Processing (Permanent, contractual, casual & Job Order

ADMINISTRATIVE DIVISION

  • Issue supporting papers for all medicare claims of personnel
  • Identify employees who are retirable for the current year
  • Salary administration of Iriga City Government personnel
  • Print payroll and other monetary benefits of departments’ personnel
  • Print pay slip if needed
  • Recommend policies for employeesí grievance
  • Identify all office supplies and equipment in the office
  • Prepare necessary documents for purchase of supplies and equipment
  • Prepare necessary documents for payment to supplier of office items and equipment
  • Maintain inventory records of supplies and equipments
  • Receive incoming and outgoing communications
  • Identify all office supplies and equipment in the office

PERSONNEL ASSISTANCE DIVISION

  • Institutionalize ICHRMO Customer Service Counter to cater the needs of the employees mandated under the ARTA (Anti-Red Tape Act)
  • Implement programs and projects in relation to ARTA
  • Identify employees who are retirable for the current year
  • Update leave credits of all personnel
  • Receive and approved leave
  • Implement new mandates and policies on Leave and benefits administration as mandated by CSC and DBM Circulars
  • Issuance of Long Computation of leave credit balances / Statement of Leave balances
  • Assist employees on all claims (PhilHealth, Pag-IBIG, GSIS). Prepare application documents pertaining to PAG-IBIG, GSIS claims
